Freedom, Inc., the Kansas City Public Schools (KCPS) Board along with the
14 Cooperating School Districts of Greater Kansas City, and many community
organizations have done their homework and unanimously stand together
against the Mayor’s Pre-K 3/8 Percent sales tax! Here are the top
three reasons why:
# it is a regressive tax, which will

1 have a disproportionate negative
impact on low-income families.
(A regressive tax is applied uniformly, taking a larger percentage
from low-income people than from high-income people.)

# it will funnel public tax dollars to
2 private schools, in violation of the
Missouri constitution article iX.

# it will take Pre-K program

3 governance away from school
leaders and teachers and put it in
the hands of city bureaucrats.
